My understanding is that you can use them--as long as they give you no combat or utility bonus. So a toy that fights for you--definitely not. An item that loots at a distance for you--definitely not.

That's my take as well - costumes, train sets and the like, I see no major issue with (although I don't use them myself), anything which fights for you, helps you move etc (Aviana's feather isn't currently a toy, but something of that type!), would be a no-no.

Toy box may actually become a potential issue as several toys that have limited combat/healing use are being added to it with Legion.... for a normal character the damage/healing is pretty meaningless but an Iron will get more benefit from it. With no way to track it though this will just be yet another honor system thing.
