10 quests per level until 10, then 3 per level at 11+. Must the quests done be within the level parameters or do they accumulate? For example, if I do 0 quests until 90, can I do 340 quests without getting red flagged?

They accumulate. The quest allowance is to account for mandatory bread-crumbs to unlock zones (like Pandaria, Worgen, Goblins, etc) and also to account for account-wide quests that were already completed on other toons... for instance, on all of my level 1 toons I start with 46 quests completed. :/

You may have addressed this in another thread. I tried to add my toon, Kyxi, to the list for Bloodthirsty but was unable due to "too many quests 123/100". My stats for my toon were showing 67 quests when I logged out (includes the 29 I started with when I made my toon). I'll just keep leveling her through grinding mobs until I'm in the clear but was unsure why it was showing I've done twice more than I have. (Yes, I've clicked to only show my character's achieves and such).

From what I can see, Battle.net is returning more quests completed than the statistic. It seems to be returning pet battle quests completed like these ones for instance: www.wowhead.com/quest=31726/eric-davidson, www.wowhead.com/quest=31728/bill-buckler. It's confusing that the statistics for your character (Quests Completed) says 69, despite there being no Daily Quests Completed but Battle.Net returns 123 quests completed for the character. I think I'd need to do further testing to see which one really is more accurate.... I know that the Quests Completed number is already going to be higher because it does take into account account-wide quests and "other quests"... just what those quests are remains to be seen. I might go roll a Blood Thirsty toon right now and grind to Level 10 to see what quests it shows me with... since I always start with 46 (or something like that). In the meantime, if you continue to level you should be able to get the red flag to drop at around Level 15 or so, provided you don't do any extra quests along the way.

okay, just completed a Blood Thirsty to Level 10 with no questing at all... going to review the quests that I have in my log.

ooooookay so here's what I'm seeing:
Stat Quests Completed: 47 BNet Quests Completed: 94
All the quests that are completed are Pet Battle related quests... the doubling is because if you completed a quest on Horde you also get the completion for Alliance so you can't do it twice as Blizz wants to make this truly an account-wide experience.
I have a few solutions for this issue:
1 - Keep looking at BNet QC and simply exclude all Pet Battle related quests, however, this will mean it will be possible for a BT toon to kill a minimum number of toons and then level by pet battling until hitting max. Not good.
2 - Look at Stats QC and then double it... subtract that number from the count of BNet QC to get the number of quests completed, however, this will mean it will be possible for a BT toon to do every single quest from Level 1 to 10 and get a huge quest buffer after the fact. This would allow the BT toon to complete a lot more quests than intended. Not very elegant.
3 - Do nothing. It might take a little longer for characters that have account-wide pet battle quests completed to get themselves listed on the site, however, there won't be any extra buffers associated with any of the other solutions.
At this point it looks like Solution 3 / Do Nothing is the better way to go.

Ok thanks for checking! I'll keep her around and keep leveling her and do no quests...or I may just start a new one. Red flags annoy me even if temporary.

I think if you start a new one you're just going to get the same issue. Get her to 15 or 16 and see if the flag changes to at least yellow (it should) and then it'll go to green. From what I could see that was the only issue with your character.

From what i am reading then , should i make it to lvl 90 without questing i should be able to do the questline to get into WoD? and possible work my way to lvl 100 as a warrior.... a lot of if statements with only one else... <else i die>
I listed ironmanpaff on both BT and Traditional
