I'm level 21 and in hillsbrad foothills. I have this sickening feeling that if I quest here I will die. Please tell me there is a safer place to go.
I'm new to horde. Looking at leveling maps it seems that Rachet maybe the place to go for me. Maybe the map is pre-cata or there has been some change that I don't know about being that I'm hostorically alliance.

Hillsbrad is a good zone for Horde - not very difficult and plenty of experience. I did it on most of my horde iron toons. There are however several tricky quests:
- A Blight Upon the Land (http://www.wowhead.com/quest=28237) - stay behind the poison throwing npcs and attack the Warden first otherwise your NPC helpers will not engage. This quest is required in order to advance in the zone. - A Fighting Chance (http://www.wowhead.com/quest=28495) - the empowered fawns may attack and one shot you - avoid - Any group quest should be avoided (Yetimus, the elementals in Durnholde etc)
Another alternative is to go to Ashenvale - questing there is also pretty consistent and somewhat safer. Depending on your class, I would also suggest to gain a couple more levels before starting either of the 20-25 zones. Hunters are fine at level but melee toons usually need 3+ levels over the mobs.

Thank you for the tips. I'm going to take your advice on leveling up more. I think I'll grind on the infected bears until lvl 23. They have 1/2 health and are spread out. Their re spawn timer is decent as well. Once I ding 23 I'll start questing.

I generally go to Wowhead for any information. Here are the Zones sorted by level. You're certainly in an appropriate area for a level 21 character, but maybe not for an Iron. I have numerous level 20 Irons that aren't anywhere near finished with the level 10-20 zones, so I would say you probably have more lower level questing you could do. I generally don't get to the 10-20 zones until the mid-twenties, or later.

Adding to Lyssan's comments, another good place for you at 21 is Nozzlepot Outpost near Org in N.Barrens. Mob levels 16-17, it's about 2 levels higher than Ratchet starts at, and also has good cloth and occasional shoulder armor drops, and 4 rares in and around the sludge pit. Do not take the rocket ride to Crossroads after completing the quest chain in boulderlode mine, because the Korkron can occasionally one shot you as you fly over - very unfair. Instead, accept the quest but not the ride, take the flight point to Xroads, and run west to the hand-in for a few more quests in NW corner vs harpies. Do not complete the Caravan quest chain beyond Bloodmist peak (another rare is up there too), as its last leg (the one with blue item rewards) is pretty hard.
By that time, or alternately now depending on class, lowest level quests in Ashenvale are at Zoram Outpost, starting at 19. Avoid the escort quest there.
I would avoid grinding the infected bears, or any other partial-life mobs, including ones which are being fought by NPCs. At very least, compare the gain per kill to an equivalent level full-life mob to see how it decreases your exp gain, then decide if it's worth your time.

I took your advice and I'm now safely level 23.

Running Southshore on my Undead Rogue now. Pretty steady so far. Those first few quests where you fight the elites (with the 2 NPCs following you) are safe. Just be sure to let the NPCs tank and you're fine. They toss plenty of heals/shields on you.
Also good to run a new area. Got sick of Alliance zones.
