This is a small holiday described in detail here: Day of the Dead Guide It is not particularly Challenger friendly.
There is only one quest for this holiday - The Grateful Dead, and it requires you to have the cooking profession to create Bread of the Dead, so it would be available only to Pacifist and Workingman challengers. This bread is a limited duration item, not available on the Auction House. Eating the bread gives a buff, so is not permitted for challengers.
For those eligible, the quest givers and special cooking fires are located in the graveyards of the faction capital cities.
The quest does reward a pet, the Macabre Marionette
