User Interface: seems it was reset for each toon. And my action bars were totally screwed up. And the screen resolution / scaling was off. And some settings like "Outline" were changed. Take a deep breath, you can fix all of it, even managed to get my action bars back to the way they were.
Resolution: Go to Game Menu, Options, Graphics. Check your Resolution setting. What worked well for me was to set the resolution to the actual native resolution of your screen. In my case, 5120x1440 (yes, a 5k monitor). Next, look at Render Scale. I set mine to 50% - and it looks great. As you play around with the render scale, hover over the ? Game Menu icon to check on your Framerate. If I set the scale too high, it didn't change the appearance on the screen, but worse, it dropped the FPS to the 30's. I like at least 60 FPS. So for me, 50% scale gives me a wide UI, sharp graphics, and high FPS.
Assorted settings under Gameplay, Accessibility, and System: Glance thru each one, change them to your preferred values. Some might have changed. For me, under Graphics, Advanced, Outline Mode, it had been switched to Good, creating an outline around objects. I prefer Disabled so that objects "sparkle", easier to see for me. Your value for "Graphics Quality" likely dropped a point or 2, seems like each XPAC demands a better gaming computer/display. You can certainly bump it back up to what it was, but performance may degrade. Under Social, make sure "Display Only Character Achievements to Others" is still checked - required to register/update a challenge toon on wowchallenges.com
Add-Ons: As with all upgrades, it breaks the add-ons. The only one I use is called "CandyBuckets", which locates candy buckets, elders, bonfires, etc. during holidays. I got a warning pop-up that an addon was consuming a lot of resources and may impact performance. Recommend you disable addons until you can acquire an updated version of it.
Action Bars: It took a little bit of playing around with, but I got my action bars back to the way I had them arranged before pre-patch. First, you need good desktop resolution, as mentioned earlier. Then add a couple more blank bars if needed, some of my spells were missing. Then get into "EDIT" mode to edit each action bar. I also used this edit opportunity to move my own portrait back up to the upper left corner. I ended up resizing the bars to about 90% size, icon padding of 3, then moving the bars around to resemble a long strip of 2 rows of icons at the bottom of the screen. Rearranged spells to be like before. First time I logged in, seems like my talent spells were refound and placed on the action bars - even spells I don't use. After about 10 minutes of messing around, got them back to the way I like arranged at the bottom. Hit Save, give it a Layout name, like "Rogue" or Druid -that way it is fast to set up your other toons for that class of toon. Only quirk I've seen so far is that the "Stance Bar", where it might show my rogue's stealth mode, for some reason centers the lone icon in the middle of the bar, even though I place it to the far left 1st position. Hopefully a bug that will be addressed soon.

Like you, waiting for the green light to log into one of my toons to play, but don't want the auto-assigned talents - just yet.
So, I created a brand spanking new iron rogue, Night Elf of course, and started playing. 1 to 10 goes by pretty quick, pretty much no changes.
When I hit 10, the system said I had a new talent point and I could pick a spec. But I didn't. It didn't force me to Activate one of the three rogue specs. So I kept playing, just now dinged 20. Accumulated a few more talent points. Soon at level 23 the rogue will get Vanish.
However, the Rogue's Crowd Control spells have been moved to talents. No SAP. No Blind. No Evasion. Can still sneak around with Stealth, but to ninja a guarded treasure chest, would have to fight the guard. I did open up on a guard with Cheap Shot (4 second stun), grabbed the treasure, then ran off being chased by the guard. Once at a safe distance, popped Shadow Meld to end the fight. But that's not the safest strategy for the long term.
Just relaying the story, might be that talents will be in the challenge future. I know Leeta and crew are actively studying the issue.
