Most low level pacisafe quests are well documented on alliance side, but not on horde side. So here it is (post here if you find other and I'll update the list accordingly)
the 4 quests for the flight paths are all pacisafe
Starting at level 10, all quests from the Hero's board are pacisafe, you just have to get there somehow. For Hellfire Peninsula, you can use a mage to teleport you to the Dark Portal, however, you'll have to go to Zidormi to change Blasted Lands back in time (stealth or flight is nice, mobs are minimum level 15)
