I'd say that'd be fine, but you should fish them up yourself Pacifist doesn't ban fishing, I believe?

They are fished from most any water on darkmoon island, and available at all fishing skill levels. Paci's can fish them up, use them as currency, food or ingredient, and sell them on AH.
However, more generally, completing the quest itself does not require fishing skill or fishing activity (or killing), so should be available to even normal irons if they buy the fishes from the AH. That is, like most quests it is not restricted. Even a paci that chooses not to learn fishing could do this too. I do advise caution if the Moonhowl wolves are up on the island when heading to the last location to finish the quest, but shoreline is normally a safe path.
The dungeon or battleground item quests handed in to the archaeology/deck quest NPC are also unrestricted, even though irons should not be gaining these items themselves. This opens a wider question of whether quests from items purchased on the AH are allowed, but historically these have always been allowed or at least overlooked. These dungeon/BG quests are tracked by achievements, and thus visible in armory if any toon has completed them either at least once or not at all. Like many other grey areas, it is usually a matter of personal choice whether to use these or not. Most high level irons have plenty of gold to spare for these purchases if desired, especially when exp gets hard to come by.
100 daggermaw will typically cost more than the BG/dungeon quest items for the same exp gained per level, but naturally rates vary.
Edit: to clarify, I'm addressing Faded treasure map quest, not Spoilin' for Salty Sea Dogs which does require 75 fishing skill to get and fishing activity for completion. PS. Buy my Darkmoon Daggermaw on AH. (J/K) 2nd Edit: The treasure map quest does require level 15, but I cannot verify yet if it does not require fishing skill to start and complete. I'll try that tonight on a scout. Edit 3: Confirmed that you can get and complete the treasure map quest, after buying 100 fish on AH, with no fishing skill at all. The quest gives about 50% more exp than the first aid (and other professions) quest.

You just need to level your profession to 75+ in order to see the profession quest. Had to do this recently, the quests weren't available till I leveled them up.

Well the rested exp thing is a huge issue I guess for a potential pacifist or BT Panda character, but still remains a non-issue for pacifists/BT's who simply want to have a cosmetic difference (Worgen/Goblin).
Of course perhaps Pandas should just be banned from the challenge all together as the rested exp is a HUGE benefit for every type of Iron and not just a pacifist/BT.

Part of me thinks you are completely right in the idea of a separate ladder for night elves.... maybe a separate one for hunters too! And night elf hunters! And....

Part of me thinks you are completely right in the idea of a separate ladder for night elves.... maybe a separate one for hunters too! And night elf hunters! And.... As Rodney Dangerfield would have said, I resemble that remark. . . .

That would be terrible, there are level 100 pandaren irons last I checked. : S LOL Yes Pandaren IMCs exist (Of course, I'd have liked to have been the first, but even if I'm working on IMC # 50, I'm not there yet.) But there were no pacifists last I looked. It's not the rested bonus issue that makes me oppose pacifist Pandas, but the fact that you cannot get out of Pandaland without kills. I oppose pacifist Goblins and Worgen for the self same reason. All races have their pros and cons, I find that the IMC lists are split enough as is. No reason for hunter lists, Panda lists ect.

I was hoping to get some clarification on something. I aggro'd a mob recently and some random level 70 killed it before I could drop aggro. I got a kill as a result. Dont think this is particularily fair as I wasn't in collusion over the mob. Is there any way to get an exception?

If we make an exception this time, and you get to 100, someone might say 'Hey that toon as a kill in his stats! How come it's not flagged?'. And if we make an exception for you, it wouldn't be fair to all those who already got flagged or rerolled their pacifist because of the same thing. A little harsh I know
